In an effort to strengthen the operation and management of rural water supply systems, the Ministry of Jal Shakti, in collaboration with the Andaman Public Works Department (APWD), has launched a five-day residential training program for engineers in the Andaman & Nicobar Islands. Organized by the Dr. Syama Prasad Mookerjee National Institute of Water and Sanitation (SPM-NIWAS), this initiative aims to enhance the technical expertise of Junior Engineers (JEs) and Assistant Engineers (AEs) working in the region. The training session, which commenced on February 24, 2025, will continue until February 28, 2025.
Addressing Critical Challenges in Rural Water Management
The sustainable management of rural water supply systems has become a major concern, particularly in remote regions like the Andaman & Nicobar Islands. Many challenges, such as system inefficiencies, water losses, energy consumption, and inadequate community participation, hinder effective water supply operations. Recognizing these issues, the training program has been designed to equip engineers with practical solutions and best practices to improve system efficiency and service delivery.
Key Themes of the Training Program
The training program has been structured to address the unique challenges faced by the Andaman & Nicobar Islands in managing water resources. The curriculum includes the following key topics:
- Understanding Water Supply Systems in the Andaman & Nicobar Islands
- Safe Drinking Water Standards (as per Bureau of Indian Standards – BIS) and guidelines for water sample collection
- Operation & Maintenance Strategies for surface water-based schemes, including spring sources, sand filters, and pressure filters
- Effective Distribution Management and maintenance techniques
- Methods to Reduce Water Loss and control Non-Revenue Water (NRW)
- Community Engagement and Grievance Redressal Mechanisms
- Financial Planning for Water Supply Operations and Management
The training module will also emphasize the importance of demand-side management, which ensures efficient water use while addressing supply challenges.

The inaugural session was attended by Shri Chandra Bhushan Kumar, IAS, Chief Secretary, Andaman & Nicobar Islands, who served as the Chief Guest. In his address, he highlighted the significance of capacity building for engineers to maintain the long-term sustainability of water supply schemes.
