Imphal, Manipur is preparing for another change at the top of its administrative structure, with the state set to have its fifth Chief Secretary in roughly three years since ethnic violence erupted in May 2023.

The expected transition comes as Puneet Kumar Goel, who has served as Manipur’s Chief Secretary since July 21, 2025, approaches retirement on August 31. Thakur is a 1995-batch IAS officer from the Rajasthan cadre and is currently serving at NITI Aayog, where he works as Programme Director for Administration, Governance and Reforms and Infrastructure Connectivity.

His possible appointment became clearer after the Department of Personnel and Training issued an order on August 28 approving his transfer from the Rajasthan cadre to the Manipur cadre.

The Appointments Committee of the Cabinet approved the inter-cadre transfer by curtailing his central deputation. The arrangement is set to continue until June 30, 2029, when Thakur is scheduled to superannuate.

A Rapid Turnover at the Top

If Thakur takes charge, he will become Manipur’s fifth Chief Secretary since the beginning of the state’s latest prolonged period of ethnic unrest.

Before Puneet Goel, the state’s top bureaucratic position was held by Rajesh Kumar, Vineet Joshi and Prashant Kumar.
