Finland Government Unveils Targeted Measures to Boost Economic Growth and Investment
Finland’s government has announced a package of targeted measures aimed at strengthening economic growth, encouraging investment and improving the country’s long-term competitiveness.

The measures form part of the government’s 2027 budget proposal, which was agreed during the government’s budget session. Officials say Finland’s economy is showing signs of improvement, but additional action is needed to support growth and investment.
One of the key measures is a €100 million allocation for construction investment. The government expects the funding to help stimulate activity in the construction sector while supporting wider economic development.
Transport infrastructure is another major focus. The budget proposal includes funding for several infrastructure projects designed to improve connectivity and support economic activity across different parts of Finland.
The government is also placing emphasis on the modernisation of the country’s railway system. Funding has been proposed for Digirail, a major programme aimed at replacing Finland’s ageing railway traffic-control technology with a modern system. (valtioneuvosto.fi)
According to the government, the economic measures are being introduced while maintaining a focus on responsible public finances. Prime Minister Petteri Orpo said the Finnish economy is growing and that the government is taking targeted steps to strengthen this development.
Security and resilience also feature in the government’s investment plans. Finland intends to strengthen transport infrastructure that can support both civilian needs and military mobility, reflecting the country’s changing security environment.
Cybersecurity is another area receiving additional attention. The government has proposed permanent funding for centralised cybersecurity exercises and additional resources for the Finnish Transport and Communications Agency to support security-related information systems.
The government believes these investments can simultaneously strengthen Finland’s economic foundations and national resilience. (valtioneuvosto.fi)
The complete budget proposal is scheduled to be submitted to Finland’s Parliament on September 21, 2026. Parliament will then examine the government’s plans before the final budget is approved.
The latest measures come as Finland seeks to move from economic weakness toward more sustainable growth. By combining construction investment, transport development, digital infrastructure and cybersecurity spending, the government is attempting to address several areas that influence the country’s economic and strategic resilience.
The government says its approach is deliberately targeted rather than based on broad increases in spending. The objective is to direct resources toward projects capable of supporting investment, productivity and long-term growth.
Finland’s official government portal published the economic-growth announcement as part of its latest government communications.
