The package was announced during meetings between Merz and Ukrainian President Volodymyr Zelenskyy as the two governments discussed Ukraine’s defence requirements, energy security and preparations for the coming winter.

Around €1 billion of the new package is allocated for military assistance. The support includes air-defence capabilities, long-range weapons, combat drones and satellite-related technology. Germany will also support the development and production of interceptor drones designed to counter Russia’s jet-powered attack drones.

A further €350 million is intended to help Ukraine repair and strengthen its energy infrastructure ahead of winter. The assistance is expected to support generators, substations and repairs to damaged energy facilities.

The announcement comes as Ukraine continues to face attacks on energy, transport and other infrastructure. Kyiv has repeatedly stressed that maintaining electricity and heating supplies during winter is a major priority.

The German and Ukrainian governments are also expanding cooperation in defence production. During the visit, the two sides discussed joint manufacturing projects and measures aimed at increasing Ukraine’s ability to respond to drone attacks.

According to Zelenskyy, Ukraine and Germany concluded 15 agreements and related documents, covering areas including security cooperation, defence production, procurement and industrial projects. The Ukrainian president said the combined value of these agreements exceeded €8.5 billion.

Merz’s visit took place while air-raid warnings and Russian attacks were continuing around Kyiv. The German chancellor and Zelenskyy also visited a damaged building belonging to Ukraine’s National Academy of Sciences.

Germany has emerged as one of Ukraine’s major European supporters since the beginning of the war. Berlin has continued providing military equipment, financial assistance and support for reconstruction and energy security.

The latest package therefore combines immediate defence assistance with longer-term industrial cooperation. The emphasis on interceptor drones reflects the growing importance of drone warfare in the conflict and the increasing demand for systems capable of protecting cities and critical infrastructure.

Energy assistance is equally significant as Ukraine prepares for another winter under wartime conditions. Damage to power-generation facilities and electricity networks has repeatedly created challenges for households, businesses and essential services.

The two governments also reaffirmed their intention to continue diplomatic efforts aimed at ending the conflict. However, the new assistance package demonstrates that Germany intends to maintain substantial support for Ukraine while diplomatic efforts continue.

The latest agreements could further deepen German-Ukrainian cooperation in defence technology, energy infrastructure and industrial production. Their implementation will now become an important part of the bilateral relationship.
