EU and UNDP Partner to Strengthen Nigeria’s Development Financing and Support Women- and Youth-Led Businesses
The European Union and the United Nations Development Programme (UNDP) are supporting Nigeria’s efforts to strengthen development financing, improve resource mobilization and expand economic opportunities for businesses led by women and young people.

The initiative focuses on Nigeria’s Integrated National Financing Framework (INFF), a policy framework designed to help the country align public and private financial resources with its sustainable development priorities and the United Nations Sustainable Development Goals (SDGs).
Through the collaboration, the EU Delegation to Nigeria and UNDP Nigeria are working to support a more coordinated approach to financing development programmes. The broader objective is to improve how resources are identified, mobilized and directed towards priorities that can contribute to inclusive economic growth.
Improving Resource Mobilization for Sustainable Development
Financing remains a major consideration for countries seeking to achieve the SDGs, which cover areas such as poverty reduction, education, healthcare, gender equality, employment and environmental sustainability.
Nigeria’s INFF provides a framework for examining how government budgets, private investment, development assistance and other financing sources can contribute to national development objectives. Better coordination among these sources can help policymakers identify funding gaps and strengthen the alignment between financial planning and long-term priorities.
Support for the framework can also encourage stronger cooperation between government institutions, international development partners, financial organizations and the private sector.
Expanding Opportunities for Women and Young Entrepreneurs
A central focus of the initiative is improving opportunities for businesses led by women and young people. Small and growing enterprises can contribute to employment, innovation and local economic activity, but many face difficulties accessing affordable finance, investment and business support.
Strengthening development financing systems could help create a more supportive environment for these entrepreneurs. Improved access to financial services and investment opportunities can help businesses develop their operations, reach new markets and create employment.
However, achieving these outcomes will depend on how financing measures are implemented, the availability of suitable financial products and whether entrepreneurs can access support on fair and practical terms.
Advancing Nigeria’s Sustainable Development Goals
The EU-UNDP partnership reflects wider efforts to help Nigeria connect its development ambitions with effective financing strategies. By improving resource mobilization and coordination, the initiative aims to support a financing environment that responds to the country’s economic and social priorities.
The participation of the Nigerian government is important for translating the framework into practical policies and programmes. Effective implementation, transparent resource allocation and measurable results will be essential to determining how far the initiative improves access to finance and supports sustainable economic development.
The initiative highlights the role of international partnerships in strengthening national financing systems while creating opportunities for women entrepreneurs, young business owners and communities across Nigeria.
