A high-level meeting was organised at Lok Seva Bhawan in Bhubaneswar on Monday under the chairmanship of Revenue and Disaster Management Minister Suresh Pujari. Representatives of the Software Development Unit (SDU) of the National Informatics Centre (NIC), Pune, and senior officials of the State Revenue Department participated in the discussion.

The meeting focused on the proposed implementation, technical development and modernisation of NGDRS in Odisha, with particular emphasis on simplifying registration procedures, strengthening administrative efficiency and improving the overall experience of citizens visiting Sub-Registrar Offices.

The discussions reflected the State Government’s commitment to establishing a technology-driven registration framework that can deliver reliable services while reducing procedural complications and improving accountability.

Revenue Minister Emphasises Transparency and Citizen-Friendly Services

Addressing the meeting, Revenue and Disaster Management Minister Suresh Pujari stressed the importance of transforming Odisha’s land and property registration system into a more transparent, robust and efficient mechanism.

He highlighted that digital technology should be used not merely to introduce online facilities but also to strengthen the entire registration process, from the initial preparation of documents to the completion of registration and subsequent services.

The Minister emphasised that citizens should be able to access registration services through a simplified system that minimises unnecessary procedural hurdles and makes official processes easier to understand.

According to the discussions, the proposed modernisation would focus on improving service delivery, reducing administrative delays and establishing a more accountable environment within registration offices.

The initiative is expected to support the State’s broader efforts to improve governance through technology and make public services more responsive to the needs of people.

NGDRS to Support a Unified Registration Framework

The National Generic Document Registration System is a national-level initiative of the Department of Land Resources under the Ministry of Rural Development, Government of India.

The system has been developed around the concept of “One Nation, One Registration,” providing a common digital framework for document registration across different States.

Although the platform follows a unified national approach, it can be customised according to the individual requirements, administrative procedures, applicable laws and registration rules of each State.

This flexibility is particularly important for Odisha, where the proposed implementation will need to accommodate the State’s existing registration practices and administrative requirements.

The Revenue Department and NIC officials discussed how the platform could be adapted to Odisha’s operational environment while maintaining the benefits of a standardised digital registration system.

The proposed framework is expected to provide a stronger technological foundation for managing registration activities and improving coordination between different administrative functions.

Online Facilities Expected to Simplify Property Registration

One of the major objectives of NGDRS is to reduce the difficulties citizens encounter during land and property registration.

Under the digital system, citizens can access several registration-related services online, helping them complete preliminary procedures before visiting the concerned registration office.

The available facilities include preparation of registration documents, property valuation, calculation of stamp duty and registration charges, online payment of applicable fees, appointment scheduling and tracking of application status.

These services can help property owners, buyers and other applicants obtain important information before proceeding with registration.

Online access to document preparation and fee calculations is also expected to minimise mistakes arising from incomplete applications or incorrect information.

The appointment scheduling facility could help applicants plan their visits more effectively, while application tracking would provide greater clarity regarding the progress of registration-related work.

By making these facilities available through a digital platform, the system is expected to reduce repeated visits to government offices and improve convenience for citizens.

The proposed transformation also aims to reduce avoidable delays and make registration procedures more predictable.

Sub-Registrar Offices to Adopt Integrated Digital Processes

The meeting placed considerable emphasis on integrating the activities of Sub-Registrar Offices into a unified digital framework.

Officials discussed the possibility of bringing various administrative functions onto a common platform to improve coordination and ensure that registration-related information can be managed more systematically.

The proposed digital framework would cover application scrutiny, identity verification, biometric authentication, document approval, record preservation and services provided after registration.

Integrating these functions could help reduce dependence on separate manual processes and improve the consistency of administrative operations.

Identity verification and biometric authentication were discussed as important components of the registration process, particularly in strengthening the reliability of document-related procedures.

Digital approval mechanisms could also support more efficient handling of applications and improve the availability of registration records.

The preservation of documents in digital form would further support systematic record management and facilitate access to registration information whenever required.

Officials also discussed the use of digital dashboards to strengthen administrative monitoring.

Such dashboards could help senior officers review registration progress, identify pending applications and assess the performance of individual registration offices.

The proposed monitoring facilities are intended to provide better visibility into administrative operations and help officials identify areas requiring attention.

Advanced Technology Considered for Future Modernisation

The Revenue Department and NIC representatives also explored opportunities to incorporate advanced technologies into the registration system.

The discussions covered the possibility of adopting an improved software architecture capable of supporting more efficient operations and accommodating future technological requirements.

Data analytics was identified as an area that could help officials understand registration trends, monitor workloads and improve administrative decision-making.

Artificial Intelligence (AI) was also discussed as a potential component of future system development.

Its possible applications would need to be examined according to the State’s requirements, policy framework and technological readiness.

Geographic Information System (GIS) integration was another important subject considered during the meeting.

The use of GIS technology, along with integration of land records, could help strengthen the relationship between property registration information and relevant land-related administrative records.

Such integration may support better information management and improve coordination between registration and land administration functions.

However, the proposed technological improvements are expected to be introduced gradually.

Their implementation will depend on the State Government’s requirements, policy decisions, technical preparedness and the feasibility of integrating different systems.

Implementation Planned in Phases

The meeting also discussed the possibility of beginning NGDRS implementation in selected registration offices before expanding the system across Odisha.

Under the proposed approach, the initial phase would allow officials to examine the system’s functioning in a limited number of offices.

The experience gained during this stage could help identify technical requirements, operational challenges and opportunities for improvement.

Following the initial implementation, the system could be expanded gradually to additional registration offices across the State.

The phased approach is intended to support a more organised transition and ensure that the platform is introduced according to the practical requirements of registration offices.

Revenue Minister Suresh Pujari also emphasised the importance of examining successful implementations of NGDRS in other States.

Studying their experiences could help Odisha identify effective practices, understand operational challenges and adopt suitable approaches for its own registration system.

The emphasis remained on ensuring that the proposed modernisation is implemented effectively and delivers meaningful improvements in public services.

Government Reaffirms Commitment to Digital Governance

The Odisha Government has reiterated its commitment to using technology to improve the accessibility, transparency and efficiency of public administration.

The proposed modernisation of the registration system forms part of the Revenue Department’s broader efforts to strengthen digital governance and improve citizen-oriented services.

By introducing a more integrated and technology-driven framework, the department aims to improve the management of registration activities while making administrative procedures more efficient.

The initiative also reflects the growing importance of digital platforms in simplifying government services and improving communication between citizens and public institutions.

The State Government’s objective is to establish a registration system that is easier to access, more transparent in its functioning and better equipped to meet the needs of citizens.

The proposed NGDRS implementation is expected to contribute to these goals through improved digital facilities, streamlined administrative processes and more effective monitoring.

Senior Officials Participate in the Meeting

The high-level meeting was attended by Dr. Arabinda Kumar Padhee, Additional Chief Secretary, Revenue and Disaster Management Department; P. Anwesha Reddy, Inspector General of Registration; and Shri Rajesh Bhusari, Deputy Director General, NIC, Pune.

Other senior officials of the Revenue and Disaster Management Department were also present.

The participation of senior departmental officers and NIC representatives provided an opportunity to discuss the administrative and technical aspects of the proposed registration system.

The meeting concluded with a focus on strengthening Odisha’s registration infrastructure through digital transformation and adopting a systematic approach towards implementation.

With the proposed modernisation of NGDRS, Odisha is working towards a registration framework that prioritises transparency, efficiency, technological innovation and citizen convenience.

The initiative is expected to support the State’s long-term objective of delivering accessible and reliable registration services while strengthening the overall efficiency of its administrative system.
