An awareness programme aimed at strengthening child protection, improving family livelihoods and expanding access to government welfare benefits was organised at the Sadbhavana Conference Hall in the Collectorate of Boudh, Odisha, on October 28. The initiative focused on helping families of children receiving government sponsorship assistance understand the various social security schemes, employment opportunities and livelihood development programmes available to them.

The programme was organised by the District Child Protection Unit (DCPU), Boudh, under the Department of Women and Child Development, Government of Odisha. It brought together district officials, child welfare representatives, subject experts and other stakeholders to discuss practical ways of supporting vulnerable children and their families.
The central objective was to ensure that eligible families could access government assistance, improve their financial stability and create a safer and more supportive environment for children’s growth and development.
District Administration Calls for Coordinated Action
Boudh Collector Bibhuti Bhushan Nayak attended the programme as the chief guest. Addressing the gathering, he stressed the importance of coordination among government departments operating at the Gram Panchayat, block and district levels.
He emphasised that children receiving sponsorship assistance and their families should not remain disconnected from other welfare initiatives for which they qualify. According to the focus of the programme, effective coordination between departments can help identify beneficiaries, address procedural difficulties and ensure that eligible households receive the support available under government schemes.
The Collector’s message highlighted the need to move beyond the distribution of individual benefits and adopt a comprehensive approach to family welfare. Access to employment, housing assistance, social security and livelihood opportunities can help households gradually improve their living conditions.
He also underlined the importance of ensuring that government programmes reach the people for whom they are intended, particularly children and families facing economic and social challenges.
ADM Highlights the Need for Family Development
Additional District Magistrate Aniruddha Pradhan participated as the guest of honour. He highlighted the importance of collective efforts to improve the social and economic circumstances of vulnerable families.
Financial difficulties can affect children’s education, healthcare, nutrition and overall development. Therefore, supporting a child also requires attention to the circumstances in which the family lives. Assistance with employment, skill development and access to welfare programmes can help parents and guardians strengthen their household income.
The discussions encouraged a broader understanding of child welfare, in which protection measures are supported by economic empowerment and access to essential public services.
Child Welfare Committee Representatives Share Their Views
Representatives of the Child Welfare Committee (CWC), Boudh, also participated in the awareness programme. Chairman Pramod Sahu attended alongside committee members Sitakanta Sahu, Radhakanta Bag, Anasuya Hota and Sudhamayee Rath.
The representatives shared their perspectives on child protection, family support and the importance of ensuring that children grow up in safe and stable environments.
Child welfare requires cooperation among families, local institutions, government departments and community organisations. Timely identification of children’s needs, appropriate guidance for parents and access to available assistance can contribute to better outcomes for vulnerable households.
The participation of the committee members added a child-centred perspective to the discussions, reinforcing the importance of protecting children’s interests while addressing the challenges faced by their families.
Families Receive Information About Government Welfare Schemes
A major component of the programme involved informing sponsorship beneficiaries about social security initiatives and government schemes designed to reduce economic hardship.
Officials explained the importance of understanding eligibility requirements, completing the necessary formalities and approaching the appropriate departments to apply for benefits. The sessions were intended to make families more aware of the support available to them and help them navigate the process of accessing government services.
Many welfare programmes involve specific documentation, eligibility conditions and application procedures. Awareness sessions can help families understand these requirements and reduce confusion when seeking assistance.
The programme also highlighted the value of connecting families with multiple suitable schemes rather than relying on a single form of support. When implemented effectively, this approach can improve access to housing, employment, social protection and livelihood opportunities.
Agriculture Expert Explains Income-Generating Opportunities
An important session focused on practical livelihood options that families could explore to improve their financial circumstances.
Dr. Sansmita Pal, an agricultural scientist from Krishi Vigyan Kendra, Boudh, participated as a resource person. She delivered a PowerPoint presentation explaining accessible and comparatively low-cost methods of mushroom cultivation, vegetable farming, poultry rearing, goat farming and fish production.
These activities can offer potential income opportunities, particularly for households interested in small-scale agriculture and allied occupations. Their suitability, however, depends on factors such as available space, local demand, access to resources, technical knowledge and the family’s financial capacity.
Dr. Pal explained the available facilities and opportunities associated with these livelihood activities. Her presentation focused on helping participants understand how practical agricultural techniques and appropriate guidance could support income generation.
Mushroom cultivation may be suitable for families seeking to explore production on a relatively small scale. Vegetable farming can provide opportunities to serve local markets, while poultry and goat rearing may offer additional sources of household income. Fish farming can also be considered where suitable water resources and other necessary conditions are available.
The session encouraged families to consider livelihood activities according to their circumstances and available resources. Access to technical training and reliable information can help them make informed decisions before starting an enterprise.
Labour Officer Explains Labour Cards and Child Labour Provisions
Boudh District Labour Officer Ranjan Kishore Behera addressed participants on labour cards and the benefits associated with labour-related government initiatives.
He explained the importance of understanding registration requirements and the provisions through which eligible workers may access applicable benefits. Labour cards can help eligible workers establish their registration under relevant schemes, subject to the specific rules and conditions of each programme.
The officer also discussed provisions of the Child Labour (Prohibition and Regulation) Act, highlighting the legal framework associated with the prevention and regulation of child labour.
Protecting children from unlawful employment and ensuring their access to education, care and appropriate developmental opportunities remain important elements of child welfare. Awareness among parents and community members can contribute to the early identification of risks and encourage the reporting of situations requiring intervention.
The discussion connected family economic security with the broader responsibility of ensuring that children are protected and their rights respected.
Welfare Schemes for Scheduled Caste and Scheduled Tribe Children
Additional Welfare Officer Chandrakanti Beura provided information about welfare programmes available to children belonging to Scheduled Caste and Scheduled Tribe communities.
The session focused on improving awareness of schemes intended to support eligible beneficiaries and helping families understand how to seek information about relevant assistance.
Access to accurate information is an important step towards ensuring that eligible families can benefit from public welfare initiatives. Coordination between welfare authorities and child protection officials can further assist in identifying the needs of households and directing them towards appropriate services.
The discussion reinforced the importance of inclusive development and ensuring that vulnerable children are not left out of available support systems because of a lack of awareness or difficulties in navigating administrative procedures.
Employment and Housing Assistance Discussed
VB-G RAMG Coordinator Nirod Kumar Mishra explained the use of job cards and the opportunities available for obtaining employment in local areas under applicable employment programmes.
He discussed how eligible households could seek information about registration, job card-related procedures and locally available employment opportunities. Access to employment can provide families with an additional means of meeting essential expenses and improving their financial security.
Mishra also spoke about the Pradhan Mantri Awas Yojana and the Antyodaya Griha Yojana, drawing attention to housing assistance for eligible households under the respective schemes and applicable guidelines.
Safe housing and reliable income are closely connected to family well-being. Better access to employment opportunities and housing support can help families create more stable living conditions for their children.
The session encouraged beneficiaries to approach the relevant authorities to understand the eligibility requirements and application processes associated with these programmes.
Officials Coordinate the Awareness Initiative
District Child Protection Officer Rahul Pradhan coordinated the programme, bringing together the participating officials, experts and child welfare representatives.
Non-Institutional Care Protection Officer Sushant Bhoi delivered the vote of thanks, acknowledging the participation and contributions of those involved in the event.
The involvement of different departments reflected the importance of an integrated approach to child protection. While sponsorship assistance provides direct support to eligible children, coordination with employment, agriculture, labour, housing and social welfare authorities can help address additional challenges faced by their families.
A Step Towards Stronger Child Protection and Economic Security
The awareness programme in Boudh highlighted the relationship between child welfare, household income and access to government services. Its discussions covered a wide range of practical issues, from agricultural livelihood opportunities and labour-related benefits to housing assistance and protections against child labour.
The initiative also underscored the importance of helping families understand the schemes available to them and the procedures required to access those benefits.
For vulnerable households, timely information and appropriate institutional support can make government services more accessible. However, the long-term impact of such programmes depends on continued coordination, follow-up, proper implementation and the successful connection of eligible beneficiaries with relevant schemes.
Through this initiative, the District Child Protection Unit and participating departments emphasised a shared commitment to improving the circumstances of children receiving sponsorship support and strengthening the families responsible for their care.
The broader message of the programme was clear: effective child protection requires not only financial assistance for children but also sustained efforts to improve family stability, expand livelihood opportunities and ensure that eligible households can access the benefits intended for them.
