Romania to Host Next “Helsinki Format” Leaders’ Meeting: Strengthening NATO–EU Eastern Flank

At the Eastern Flank Summit, it was announced that Romania will host the next leaders’ meeting under the “Helsinki format,” marking a significant step in reinforcing coordination among European and transatlantic partners. The decision highlights Romania’s growing role in regional security architecture and its active participation within both the European Union and NATO frameworks.
The announcement underscores that the security and defence of the Eastern Flank spans a vast strategic corridor—from the Arctic and the Baltic Sea down to the Black Sea. This geographical scope, officials noted, makes close cooperation between member states essential to ensure effective defence readiness and operational coordination across regions.
A key emphasis of the discussions was the importance of maintaining synergy between the European Union and NATO structures. Strengthening this complementarity is viewed as central to the evolving security approach often described in strategic discussions around “NATO 3.0,” which focuses on deeper integration, faster response capabilities, and enhanced collective deterrence.
Leaders also stressed the importance of preserving a strong transatlantic relationship as a foundation of European security. Reinforcing both EU defence capabilities and NATO cooperation was presented as a dual-track approach to addressing current and emerging geopolitical challenges.
During the summit, concerns were raised over ongoing regional instability. It was noted that Russia’s aggressive posture remains unchanged, with no visible signs of de-escalation or genuine commitment to peace in its war against Ukraine. In this context, strengthening the Eastern Flank was described as the most effective deterrent against potential future security threats in the region.
The meeting also acknowledged the role of key regional leaders in advancing coordination efforts. Appreciation was expressed to Donald Tusk for organizing the summit, with anticipation of continued dialogue at the upcoming Bucharest meeting.
Overall, the announcement reflects a broader strategic effort to enhance unity, preparedness, and deterrence across Europe’s eastern frontier, reinforcing collective security in a period of heightened geopolitical uncertainty.
