ASEAN and South Korea Deepen Comprehensive Strategic Partnership with New Focus on AI, Trade, Security, and Sustainable Growth

Seoul — Senior officials from the Association of Southeast Asian Nations (ASEAN) and the Republic of Korea (ROK) have reaffirmed their shared commitment to expanding one of Asia’s most significant regional partnerships during the 30th ASEAN–ROK Dialogue held in Seoul. The high-level meeting reflected both sides’ determination to strengthen cooperation across security, economic development, digital innovation, sustainability, and people-to-people exchanges under their evolving Comprehensive Strategic Partnership (CSP).

The dialogue served as an important platform to evaluate the progress of the ASEAN–ROK Plan of Action (2026–2030), which provides a roadmap for cooperation in political-security affairs, economic integration, socio-cultural collaboration, and cross-sector initiatives. Officials reviewed achievements made so far while identifying new priorities to ensure the partnership remains responsive to rapidly changing regional and global circumstances.

South Korea reaffirmed its strong support for ASEAN Centrality, recognizing the regional bloc’s role in maintaining peace, stability, and economic prosperity across the Indo-Pacific. Seoul also reiterated its commitment to aligning future cooperation with ASEAN 2045: Our Shared Future, a long-term vision that seeks to build a resilient, innovative, inclusive, and sustainable Southeast Asian community over the coming decades.

One of the most significant themes of the dialogue was strengthening regional security cooperation. Officials acknowledged that modern security challenges extend beyond traditional military concerns and increasingly include cybercrime, online financial scams, transnational organized crime, maritime security, and emerging technological threats. Both sides agreed that closer coordination, information sharing, and capacity-building efforts will be essential to protecting regional stability.

Economic cooperation remained another major pillar of the discussions. ASEAN and South Korea emphasized the importance of expanding bilateral trade and encouraging greater investment flows between their economies. Particular attention was given to efforts aimed at upgrading the ASEAN–Korea Free Trade Area (AKFTA), with the objective of creating more efficient supply chains, reducing trade barriers, and opening new opportunities for businesses operating across the region.

Digital transformation featured prominently throughout the meeting. Leaders highlighted the growing importance of digital connectivity in driving economic growth and improving public services. South Korea expressed support for ASEAN’s efforts to develop the Digital Economy Framework Agreement (DEFA), which is expected to facilitate cross-border digital commerce, improve interoperability, and strengthen digital infrastructure among ASEAN member states.

Artificial intelligence emerged as another strategic area for future collaboration. Both parties recognized AI’s potential to transform industries, public administration, education, healthcare, manufacturing, and innovation ecosystems. South Korea introduced the proposed ASEAN–ROK AI Companionship Initiative, designed to encourage research cooperation, responsible AI development, digital skills, and technological partnerships between institutions across both regions.

Food security and energy resilience also received significant attention amid growing global uncertainty. Officials discussed the importance of strengthening agricultural cooperation, enhancing supply chain resilience, and promoting sustainable energy solutions. Support for the ASEAN Power Grid (APG) was reaffirmed as part of broader efforts to improve regional energy connectivity, facilitate clean energy integration, and strengthen long-term energy security.

Recognizing the vital role of entrepreneurship in economic development, ASEAN and South Korea agreed to deepen cooperation in supporting micro, small, and medium-sized enterprises (MSMEs) and innovative startups. Enhanced collaboration is expected to improve access to technology, financing, business development, and international markets, creating new opportunities for entrepreneurs across Southeast Asia and South Korea.

The meeting also highlighted the growing importance of cultural diplomacy and creative industries. South Korea introduced several proposals, including the ASEAN–ROK Cultural and Creative Industries Initiative and the Shared Roots: ASEAN–ROK Creative Heritage Initiative, both aimed at expanding artistic collaboration, preserving cultural heritage, encouraging creative innovation, and strengthening mutual understanding through cultural exchanges.

Beyond economic and cultural cooperation, participants reaffirmed their shared commitment to addressing climate change, environmental protection, healthcare, sustainable urban development, and regional connectivity. Officials emphasized the need to build smarter cities, reduce development disparities, and promote inclusive growth through continued support for the Initiative for ASEAN Integration (IAI), which assists less-developed ASEAN members in narrowing development gaps.

South Korea also reiterated its commitment to implementing practical cooperation under the ASEAN Outlook on the Indo-Pacific (AOIP), emphasizing dialogue, openness, inclusiveness, and peaceful cooperation as guiding principles for maintaining regional stability amid an evolving geopolitical environment.

The dialogue concluded with discussions on regional and international developments of mutual concern. Both ASEAN and South Korea reaffirmed that sustained diplomatic engagement, multilateral cooperation, and respect for international rules remain essential for addressing global challenges ranging from economic uncertainty and technological transformation to climate change and regional security.

Co-chaired by Eksiri Pintaruchi, Permanent Secretary of Thailand’s Ministry of Foreign Affairs and ASEAN Senior Officials’ Meeting (SOM) Leader, and Eui-hae Cecilia Chung, Deputy Minister for Political Affairs and SOM Leader of the Republic of Korea, the meeting brought together senior representatives from all ASEAN Member States alongside officials from the ASEAN Secretariat.

The successful conclusion of the 30th ASEAN–ROK Dialogue reinforced the growing strategic importance of the partnership. By expanding cooperation across innovation, trade, digital technology, sustainability, security, and cultural exchange, ASEAN and South Korea signaled their shared ambition to build a more resilient, connected, and prosperous Indo-Pacific region for the decades ahead.
