China and Kyrgyzstan Sign Major Friendship Treaty: Why the New Agreement Matters

Bishkek, September 1, 2026: China and Kyrgyzstan have signed a new treaty on permanent good-neighborliness, friendship and cooperation, strengthening an already important relationship at a time when Central Asia is becoming increasingly significant in global trade and geopolitics.

The agreement was signed by Chinese President Xi Jinping and Kyrgyz President Sadyr Japarov during Xi’s state visit to Bishkek. The two leaders also witnessed the exchange of cooperation documents covering areas including investment, transportation, customs and local-government relations. More than 20 additional agreements were signed during the visit.

What is the new treaty?

The treaty is designed to provide a long-term political foundation for closer China-Kyrgyzstan relations.

Rather than focusing on just one sector, the agreement covers a broad range of cooperation, including economic development, connectivity, security, energy, technology and people-to-people exchanges.

Kyrgyzstan has described China as a major priority in its foreign policy and an important trade and investment partner.

Why is Kyrgyzstan important to China?

Kyrgyzstan occupies a strategic position in Central Asia, sharing borders with China, Kazakhstan, Uzbekistan and Tajikistan.

Its geographical location makes the country relevant to China’s efforts to improve transport connections between China and markets farther west.

One of the most important projects is the China-Kyrgyzstan-Uzbekistan railway. Xi called the planned railway a major transportation artery and urged both sides to maintain progress on its construction.

What could the railway change?

A stronger rail connection could make the movement of goods between China and Central Asia faster and more efficient.

It could also strengthen links between China and wider Eurasian markets.

For Kyrgyzstan, better transport infrastructure could mean increased transit activity, investment and employment. For China, improved connectivity can create additional trade routes and strengthen economic links with Central Asia.

Is the agreement only about trade?

No.

Security cooperation is another important component. China and Kyrgyzstan agreed to strengthen law-enforcement cooperation and work together against terrorism, separatism, extremism, drug trafficking and transnational crime.

The two countries also want greater cooperation in renewable energy, green minerals, resource recycling and digital trade.

Why does this matter for the SCO?

Both China and Kyrgyzstan are founding members of the Shanghai Cooperation Organisation (SCO).

The 2026 SCO summit is taking place in Bishkek, making the bilateral agreement particularly significant. The two countries have expressed support for strengthening the organisation’s role in regional development and cooperation.

The broader SCO environment is also becoming more economically important. China’s trade with other SCO members reached 2.42 trillion yuan during the first seven months of 2026, according to Chinese customs data, representing a 14.9% year-on-year increase.

What does this mean for Central Asia?

The agreement highlights the growing importance of Central Asia as a crossroads between China, Russia, South Asia and Europe.

As countries seek new trade routes, energy supplies and investment opportunities, Central Asian states are gaining greater strategic importance.

For Kyrgyzstan, closer cooperation with China could bring infrastructure investment and access to a major trading partner. For China, deeper ties provide another avenue for strengthening its economic and strategic presence in the region.

The bigger picture

The China-Kyrgyzstan treaty is therefore more than a diplomatic document.

It represents a broader effort to connect trade, infrastructure, security, energy and technology into a long-term partnership.

The real test will come from implementation. If major projects such as the China-Kyrgyzstan-Uzbekistan railway advance successfully, the agreement could have consequences well beyond the two countries and reshape transport and trade patterns across Central Asia.
