Global Air Pollution Crisis Deepens as Cities Search for Cleaner Ways to Protect Public Health

The United Nations Environment Programme says air pollution accounts for more than 8 million premature deaths annually, while the World Health Organization estimates that air pollution is responsible for about 6.6 million deaths globally each year using its current health-risk assessment. The difference reflects variations in data, methodology and the pollutants included in each estimate.

Almost Everyone Is Exposed

Air pollution is not confined to a handful of heavily industrialized cities.

UNEP reports that in 2023, 99% of the world’s population lived in locations where air quality failed to meet the WHO’s strictest guideline levels.

Fine particulate matter, nitrogen dioxide, ozone and other pollutants can penetrate the respiratory system and contribute to serious health problems.

The danger is particularly significant for children, older people and those with existing health vulnerabilities.

Pollution Comes From Many Sources

There is no single cause behind the global air-quality crisis.

Road traffic is a major source of pollution in many urban areas. Vehicles release nitrogen oxides and particulate matter, while older and poorly maintained vehicles can produce substantially higher emissions.

Coal-fired power generation, industrial activity, construction, agricultural burning and waste combustion are also major contributors in different parts of the world.

In some developing regions, household cooking with polluting fuels remains another important source of harmful indoor and outdoor emissions.

This variety makes air pollution difficult to solve with one universal policy.

Cities Show That Improvement Is Possible

Despite the scale of the problem, several cities have demonstrated that determined environmental policies can deliver significant results.

Road Transport Remains a Major Target

Transportation is one area where technological change could produce major improvements.

A recent global study supported by real-world vehicle emissions measurements estimated that pollution from road transportation was associated with the equivalent of one premature death every 45 seconds in 2024.

The study also found that ambitious vehicle electrification could substantially reduce future deaths and childhood asthma cases associated with road-transport pollution.

Electric vehicles alone, however, cannot solve every air-quality problem. Public transportation, walking, cycling and better urban design can also reduce the number of polluting vehicles on roads.

Climate Change Makes the Problem More Complicated

Air pollution and climate change are closely connected.

Many activities that release greenhouse gases also release pollutants that damage human health.

Monitoring Is Essential

Governments cannot effectively manage pollution without knowing where and when it is occurring.

Cities such as Nairobi are expanding air-quality monitoring networks to identify pollution hotspots and provide information for future policy decisions.

Affordable sensors are making it possible for more cities to collect local air-quality data, although monitoring networks still vary significantly in quality and coverage.

Better data can help governments determine whether pollution-control measures are actually working.

Public Support Can Grow After Results Appear

Clean-air policies can initially face opposition, particularly when they restrict vehicles or introduce new costs for motorists.

However, successful policies can become more politically acceptable when residents begin experiencing measurable improvements.

London’s experience illustrates this tension. ULEZ faced significant political opposition, but studies showing improvements in air quality and children’s lung development have strengthened the case for similar measures elsewhere.

A Global Challenge Requiring Local Action

The air-pollution crisis is global, but many of the most effective solutions are implemented locally.

City governments can improve public transportation, expand cycling infrastructure, restrict the most polluting vehicles, create low-emission zones and increase green spaces.

National governments can strengthen industrial standards, accelerate clean electricity and improve vehicle regulations.

International organizations can provide financing, technical assistance and common standards.

The Path Toward Cleaner Air

The latest evidence presents a mixed picture.

On one side, pollution continues to threaten billions of people and contributes to millions of premature deaths.

On the other, cities around the world are demonstrating that air quality can improve when governments adopt strong and sustained policies.

The challenge now is to scale up those successes.

Cleaner transportation, renewable energy, improved public transit, safer cooking technologies, stronger industrial controls and better monitoring can all contribute to healthier air.

The global air-pollution crisis is enormous, but it is not impossible to address.

The evidence from cities that have already reduced pollution offers an important message: cleaner air is not merely an environmental ambition—it is a practical public-health goal that can be achieved through sustained action.
