HELSINKI: Finland has conducted one of Europe’s largest civil defence exercises in decades, bringing together more than 2,000 participants to practise how communities could respond to a major national emergency.

The exercise was held in Kuopio and simulated a serious crisis involving disruptions to essential infrastructure, cyberattacks and the possibility of missile threats.

Participants included military personnel, volunteers and students. Emergency procedures were practised inside a large civil-defence shelter built into rock, demonstrating how protected facilities could be used if normal life were severely disrupted.

The drill focused not only on military preparedness but also on cooperation between authorities and civilians. Participants rehearsed practical arrangements that could become necessary if electricity, water supplies or other essential services were interrupted.

Finland has placed increasing emphasis on civilian preparedness in recent years. Authorities encourage households to be capable of managing independently for an initial period during a serious disruption.

The country’s security planning has received additional attention since Finland joined NATO in 2024 and as tensions across Europe have increased.

The exercise also reflects Finland’s long-standing approach to national resilience, in which civilian organizations, local authorities, emergency services and the defence forces cooperate during potential crises.

For ordinary residents, the training provides an opportunity to understand how emergency shelters and local response systems would function under extreme circumstances.

Officials have emphasized that preparedness is intended to reduce confusion and improve coordination if a genuine emergency occurs.

Why the Exercise Matters

The large-scale drill demonstrates Finland’s effort to integrate civilian preparedness with national security planning. By testing emergency arrangements under simulated crisis conditions, authorities can identify weaknesses before an actual emergency occurs.
