Singapore and the United States have reaffirmed their longstanding defence partnership during the 16th Singapore-US Strategic Security Policy Dialogue, with both sides discussing regional developments and opportunities to deepen cooperation in defence technology, training and strategic engagement.

The high-level dialogue was co-chaired by Singapore’s Permanent Secretary for Defence Joseph Leong and United States Under Secretary of War for Policy Elbridge Colby. The meeting was held at the Pentagon in Washington, D.C., as part of Singapore’s continuing defence engagement with the United States.

The annual dialogue serves as an institutional platform for senior defence officials from the two countries to discuss strategic issues and provide direction for bilateral defence relations.

Focus on Regional Security

During the discussions, Singapore and the United States exchanged views on geopolitical developments and the evolving security environment.

Singapore reaffirmed the importance it places on continued American engagement in the region. The discussions also highlighted the role of multilateral platforms, including the ASEAN Defence Ministers’ Meeting-Plus framework, in supporting dialogue and cooperation among countries in the wider Asia-Pacific region.

The two countries have maintained close defence ties for several decades, with military cooperation covering areas such as training, technology, professional exchanges and strategic dialogue.

Defence Technology and Training Cooperation

A key part of the discussions focused on opportunities to further strengthen cooperation in defence technology and military training.

Singapore has long relied on overseas training arrangements to supplement the training opportunities available within the country. The United States has been an important partner in providing training facilities and support for Singapore’s armed forces.

During the latest dialogue, Joseph Leong expressed appreciation for continued American support in meeting Singapore’s training and defence technology requirements.

According to Singapore’s Defence Ministry, such cooperation has contributed to the operational readiness and capability development of the Singapore Armed Forces.

Existing Defence Arrangements

The officials also discussed cooperation under the 1990 Memorandum of Understanding concerning the use of facilities in Singapore by the United States.

The arrangement forms part of the broader framework underpinning defence cooperation between the two countries. The latest discussions explored opportunities to strengthen cooperation within this established framework.

The dialogue also provided an opportunity for both sides to reaffirm the value of their longstanding bilateral relationship.

Wider Regional Engagement

Singapore and the United States also discussed the importance of regional engagement through established multilateral mechanisms.

The ASEAN Defence Ministers’ Meeting-Plus provides a platform for ASEAN member states and their defence partners to exchange views and cooperate on regional security matters.

Singapore has consistently supported an open and rules-based regional environment and has maintained defence relationships with a range of countries.

The continuation of high-level discussions with Washington reflects Singapore’s approach of maintaining strong defence partnerships while remaining actively engaged in regional institutions.

Additional Meetings in Washington

During his visit to Washington, Joseph Leong also held separate meetings with senior US defence officials.

These included discussions with US Secretary of the Air Force Dr Troy Meink and Under Secretary of War for Intelligence and Security Bradley Hansell.

The meetings provided additional opportunities to discuss areas connected with the bilateral defence relationship.

Singapore’s defence leadership has continued to maintain regular exchanges with international counterparts as part of efforts to strengthen military cooperation and understand developments affecting regional security.

Longstanding Bilateral Partnership

The Singapore-US Strategic Security Policy Dialogue was established in 2006 and has since served as the highest-level institutionalised policy platform between the defence establishments of the two countries.

The latest edition represents another step in the continuation of that mechanism.

While the discussions covered geopolitical developments and practical areas of defence cooperation, the two sides also reaffirmed the longstanding and mutually beneficial nature of their partnership.
