ECI Implements Landmark Reforms in Bye-Polls: Mobile Deposit, Real-Time Turnout Updates, and 100% Webcasting

In a significant step towards electoral modernization, the Election Commission of India (ECI) introduced a series of innovative measures during the bye-elections held on June 19, 2025. Conducted across five Assembly Constituencies—24-Kadi (SC) and 87-Visavadar in Gujarat, 35-Nilambur in Kerala, 64-Ludhiana West in Punjab, and 80-Kaliganj in West Bengal—the polls witnessed reforms designed to enhance transparency, efficiency, and voter convenience.
For the first time, Mobile Deposit Facilities were made available at all 1,354 polling stations. Voters were provided with secure storage options like pigeonhole boxes and jute bags to deposit their mobile phones before entering, resolving a long-standing concern for senior citizens, women, and differently-abled voters.
The ECI also rolled out an upgraded Voter Turnout Reporting (VTR) system. Using the new ECINET App, Presiding Officers could directly input voter turnout data every two hours and immediately after the close of polling. This eliminated previous delays caused by manual reporting and significantly improved real-time data accuracy. Offline data entry was also enabled in areas with poor connectivity.
A major highlight was the implementation of 100% webcasting across polling stations, with only one exception. This allowed constant monitoring of polling activities by election officials at multiple levels, ensuring smooth conduct and adherence to procedures.
Additionally, a Special Summary Revision (SSR) of electoral rolls was conducted before the bye-polls—a rare move after nearly two decades—ensuring accurate voter data. Presiding Officers also underwent individual mock poll training to enhance preparedness.
These reforms, successfully tested during the bye-polls, are set to be fully implemented in the upcoming Bihar Assembly Elections, marking a new era of transparency and digital integration in India’s democratic process.
