Italy Activates €3.4 Billion Investment Package Under National Cohesion Reform
Italy has taken a major step in implementing its national cohesion policy reform, with the government signing its first seven agreements with central ministries and government administrations
The agreements are expected to activate approximately €3.4 billion in investments, combining resources from the 2021–2027 Development and Cohesion Fund with additional co-financing.
Billions Target Strategic Sectors
According to the Italian government, around €2 billion of the investment package will come directly from the Development and Cohesion Fund, while another €1.4 billion will be provided through additional co-financing.
The money will support projects in areas including environmental protection, culture, agriculture, digital innovation, territorial development, youth programmes and measures for people with disabilities.
Agriculture and Innovation Included
More than €113 million has been allocated to the Ministry of Agriculture, Food Sovereignty and Forestry. The funding will support innovation among agricultural, fishing and aquaculture businesses, along with the adoption of precision equipment.
The government says these measures are also connected with efforts to improve air quality.
Major Funding for Energy and Environment
One of the largest allocations is directed toward the Ministry of Environment and Energy Security.
The programme includes €1.162 billion from the Development and Cohesion Fund, combined with more than €1 billion in additional resources. The planned projects cover renewable energy, energy efficiency, water resources, waste management, biodiversity and measures aimed at reducing hydrogeological risks.
Culture and Social Inclusion
The agreements also provide funding for cultural heritage and landscape projects. Around €182 million has been allocated for 27 planned interventions.
A separate package will support people with disabilities, with the government aiming to strengthen social participation, independence and access to opportunities across social, cultural, educational and economic fields.
Youth and Digital Infrastructure
The government has also earmarked substantial resources for sports facilities and youth programmes, including projects in disadvantaged areas.
Another agreement provides funding for Italy’s ultra-broadband strategy, with a focus on expanding networks in strategically important and vulnerable territories.
Government Says Reform Enters Operational Phase
Prime Minister Giorgia Meloni said the agreements represent a new operational phase for Italy’s cohesion policy, allowing resources to be directed toward concrete projects benefiting communities, families and businesses.
The government says it will use detailed implementation schedules and financial monitoring to ensure that the planned investments are delivered effectively.

The signing of the seven agreements marks the beginning of implementation for this new group of nationally funded projects.
Italy now faces the task of converting the announced funding into completed infrastructure, environmental, cultural, digital and social initiatives across the country.
