Bhubaneswar, October 31, 2026: Odisha Law, Works and Excise Minister Prithviraj Harichandan has reviewed the progress of several important infrastructure and heritage development projects across the state, placing particular emphasis on improving religious tourism facilities while protecting Odisha’s rich cultural identity.

The review meeting was held at Lok Seva Bhawan on Saturday under the chairmanship of Minister Harichandan. Officials discussed the ongoing and proposed development activities at three significant locations: Ekamra Kshetra in Bhubaneswar, the proposed Pipili Chandua Hub and the historic Annapurna Theatre in Puri.

The meeting focused on accelerating construction activities, improving public amenities, supporting traditional artisans and restoring important cultural landmarks. The Minister instructed the concerned departments and implementing agencies to maintain quality standards and complete the projects within their respective deadlines.

Ekamra Kshetra Development to Receive Special Attention

A major portion of the meeting was devoted to the development of Ekamra Kshetra, one of Odisha’s most important religious and cultural destinations. The area surrounding the famous Shree Lingaraj Temple attracts devotees and visitors throughout the year and holds considerable historical and spiritual importance.

During the review, the Minister examined the status of several infrastructure projects planned around the temple and its surrounding areas.

The projects discussed included the Ekamra parking facility, a tourist convention centre, public toilet infrastructure, the proposed Bhajan Mandap and the development of Ananta Basudev Plaza.

The construction of an improved pedestrian corridor connecting the temple area with Bindu Sagar was also discussed. The proposed pathway is expected to improve movement for visitors and make the surrounding religious complex more accessible.

Minister Harichandan instructed the officials to ensure that all these facilities are developed through proper planning. He stressed that the area should become cleaner, better organised and more attractive for pilgrims as well as domestic and international tourists.

He also highlighted the importance of providing essential facilities without disturbing the historical character of the temple surroundings.

According to the directions issued during the meeting, the major development and construction works at Ekamra Kshetra should be completed by January 2027.

Heritage Conservation Alongside Modern Infrastructure

The Minister made it clear that infrastructure development should not come at the cost of Odisha’s traditional heritage.

Ekamra Kshetra represents an important part of the state’s religious history, architecture and cultural traditions. Therefore, development activities must respect the area’s original identity and spiritual atmosphere.

He asked the departments and construction agencies to maintain coordination with the relevant authorities and ensure that the development process remains sensitive to the heritage value of the location.

The government aims to create a better experience for devotees by improving parking, sanitation, walking facilities and visitor services.

The emphasis is on creating an environment where traditional religious practices and modern tourism requirements can coexist.

Pipili Chandua Hub to Promote Traditional Appliqué Craft

The proposed Pipili Chandua Hub was another important subject discussed during the meeting.

Pipili is widely recognised for its traditional appliqué craft, an art form that represents Odisha’s distinctive handicraft heritage. Local artisans create colourful decorative products using traditional fabric-cutting, stitching and embroidery techniques.

The proposed Chandua Hub is intended to provide a dedicated commercial and visitor-friendly space where artisans can showcase and sell their products.

As discussed during the review, the project will include a multi-storey building with several facilities, such as:

  • Dedicated retail spaces for traditional appliqué products.
  • A food plaza for visitors.
  • An audio-visual hall to showcase the craft and its cultural background.
  • Public toilet facilities.
  • Improved infrastructure for artisans, traders and tourists.

The proposed complex is expected to provide better marketing opportunities for local craft workers while making it easier for tourists to explore and purchase traditional Pipili products.

Minister Harichandan instructed the Odisha Bridge and Construction Corporation (OBCC) and the concerned construction agency to complete the project within the next two years.

The initiative is expected to strengthen the connection between traditional handicrafts, tourism and local economic development.

Annapurna Theatre Restoration in Puri

The restoration of the historic Annapurna Theatre in Puri also received considerable attention during the meeting.

The theatre holds an important place in Odisha’s cultural history and has a special emotional connection with many people across the state.

Recognising its historical and cultural value, Minister Harichandan stressed that restoration efforts should focus on preserving the theatre’s original character and significance.

He highlighted the need to protect this cultural landmark so that future generations can understand and appreciate Odisha’s artistic and theatrical traditions.

The discussions covered the importance of restoring the building while respecting its heritage value. The objective is to ensure that the theatre remains an important symbol of the state’s cultural legacy.

The Minister underlined that historical structures should not be viewed merely as old buildings. They are important parts of society’s collective memory and cultural identity.

Senior Officials and Legislators Participate in Review

Several public representatives and senior officials attended the high-level meeting and discussed the progress and implementation of the projects.

Those present included Ekamra MLA Babu Singh, Pipili MLA Ashrit Pattanayak, OBCC Managing Director Anupam Saha, Bhubaneswar Municipal Corporation (BMC) Commissioner Chanchal Rana and OBCC Chief General Manager Shreedhar Rout.

Representatives of the Archaeological Survey of India (ASI) and senior officials from the concerned government departments also participated.

Their involvement was important for reviewing the different aspects of the projects, particularly those connected with heritage conservation, construction planning and civic infrastructure.

The meeting provided an opportunity to examine implementation challenges and establish timelines for the completion of the proposed facilities.

Boost to Religious and Cultural Tourism in Odisha

The three projects discussed during the meeting reflect Odisha’s broader approach towards strengthening its religious, cultural and heritage tourism infrastructure.

Ekamra Kshetra is an important destination for religious tourism, while Pipili is known for its traditional handicraft industry. Similarly, Annapurna Theatre represents an important part of Puri’s cultural history.

Improving facilities at these locations could benefit tourists, devotees, local businesses, artisans and residents.

Better visitor infrastructure can make religious destinations more accessible, while dedicated commercial facilities can create additional opportunities for traditional craft workers.

At the same time, restoration of historical buildings can help preserve cultural traditions and maintain the connection between present-day society and its heritage.

The projects also highlight the importance of coordination between government departments, local representatives, construction agencies and heritage-related authorities.

Government Reaffirms Commitment to Cultural Preservation

At the conclusion of the review, Minister Prithviraj Harichandan reiterated the government’s commitment to developing modern infrastructure while protecting Odisha’s historical and cultural identity.

He directed the concerned agencies to work according to the established timelines and ensure that development activities are carried out with proper attention to quality and public convenience.

The January 2027 deadline for major Ekamra Kshetra works and the two-year completion target for the Pipili Chandua Hub are important milestones in the state’s development plans.

With improvements planned around the Lingaraj Temple, new infrastructure proposed for Pipili artisans and restoration efforts focused on Annapurna Theatre, Odisha is seeking to strengthen its position as a destination where religious tourism, traditional craftsmanship and cultural heritage receive equal importance.

The successful implementation of these projects will depend on timely execution, effective coordination and continued attention to heritage conservation.

The government’s stated objective is to ensure that modern facilities support Odisha’s cultural identity rather than replace the traditions that make the state distinctive.
