Bhubaneswar, October 6, 2026: With preparations beginning in earnest for the upcoming Panchayat and Municipal Elections in Odisha, the State Election Commission (SEC) convened a meeting with representatives of recognised political parties on Tuesday to discuss the preparation, verification and updating of electoral rolls.

The meeting, chaired by State Election Commissioner Madhusudan Padhi, focused on ensuring that the electoral rolls used for the forthcoming local body elections are accurate, inclusive, transparent and free from avoidable errors. Representatives of different political parties participated in the discussions and shared their suggestions on strengthening the voter-list preparation process.
The Commission emphasised that cooperation among political parties, election officials, local administration and citizens would be essential to ensure that every eligible voter is properly represented in the electoral roll.
Door-to-Door Voter Verification From October 26
A major point discussed during the meeting was the upcoming door-to-door voter survey, which is scheduled to begin across the state from October 26, 2026.
The exercise will involve verification of voter-related information at the household level. Election authorities will seek to confirm the details of eligible voters and identify cases where records may require correction or updating.
The survey will also help authorities identify names that may need to be removed from electoral rolls because a voter has died, permanently shifted residence or is otherwise no longer eligible. Political Parties Asked to Appoint Booth Level Agents
The SEC has sought active participation from recognised political parties throughout the voter-verification exercise. Parties have particularly been asked to appoint Booth Level Agents (BLAs) for polling stations across Odisha.
According to the Commission, the presence and participation of BLAs can help political parties monitor the electoral-roll preparation process and bring discrepancies to the attention of the authorities.
Political parties have been asked to submit information concerning their appointed BLAs by October 15, 2026 to the appropriate authorities.
For rural areas, BLA-related details are to be submitted to the concerned Block Development Officer (BDO). In urban areas, including Notified Area Councils (NACs) and Municipalities, the information will be submitted to the respective Executive Officers.
In Municipal Corporation areas, the details are to be provided to the concerned Deputy Commissioner or Assistant Commissioner.
The Commission has encouraged political parties to complete the appointment process within the prescribed timeframe so that their representatives can effectively participate in the survey.
Focus on Accuracy and Inclusion
Addressing the meeting, State Election Commissioner Madhusudan Padhi underlined the importance of maintaining a dependable electoral roll.
An electoral roll forms the basic foundation of an election because it determines who is eligible to participate in the voting process. Any inaccuracies in the list can create difficulties for voters as well as election authorities. The Commission therefore intends to give priority to accuracy, transparency and impartiality throughout the revision process.
