The request was discussed during a visit to Kyiv by Itsunori Onodera, a senior Japanese lawmaker and former defense minister. Onodera met Ukrainian President Volodymyr Zelenskyy as well as senior Ukrainian officials to discuss bilateral security and defense cooperation.

Following the meetings, Onodera said Ukrainian officials had explained how Russia has increasingly used fast drones equipped with jet engines. Ukrainian officials also discussed difficulties in dealing with ballistic missiles and the need for more effective technologies to counter evolving aerial threats.

Ukraine specifically expressed interest in working with Japan on technologies designed to detect and intercept drones. The discussions could provide a basis for deeper cooperation between the two countries as Japan reviews its security and defense policies.

Onodera said the information obtained during his Kyiv visit was highly significant. He plans to take the details back to Japan, consult with the government and share the information within his Liberal Democratic Party.

The visit also comes as Japan prepares to update important national security documents later this year. Tokyo has been examining how emerging technologies, including drones and artificial intelligence, could be incorporated into its defense capabilities.

For Ukraine, cooperation with Japan offers an opportunity to share battlefield experience gained during the war with Russia. Ukrainian officials have repeatedly highlighted the rapid development of unmanned systems and counter-drone technologies as an important part of modern warfare.

President Zelenskyy said Ukraine values Japan’s economic and humanitarian assistance and welcomed the visit by Japanese lawmakers. He also noted that seeing the consequences of Russian attacks directly was important for international partners.

The discussions build on a broader expansion of Ukraine-Japan security relations. During a meeting in New York in September, Zelenskyy and Japanese Prime Minister Sanae Takaichi discussed ways to deepen bilateral cooperation, including security and technological collaboration.

Ukraine has also indicated that it is prepared to share its experience in unmanned technologies with Japan. Ukrainian Foreign Minister Andrii Sybiha has previously identified drone-related cooperation as one of the areas where the two countries could develop stronger security ties.

Japan’s interest is linked not only to developments in Europe but also to its own changing security environment in Asia. The rapid evolution of drone warfare in Ukraine has become an important source of information for countries examining future defense requirements.

The latest talks do not represent a finalized agreement on a specific anti-drone system. Instead, they mark another step in discussions about possible technological and defense cooperation between Tokyo and Kyiv.

As both countries continue consultations, drone interception, air defense and other emerging military technologies are expected to remain important areas of bilateral discussion.
