The committee, chaired by Smt. Usha Padhee, Additional Chief Secretary, Housing & Urban Development Department and Chairperson of the Odisha Industrial Infrastructure Development Corporation (IDCO), cleared 55 land allotment proposals along with eight proposals associated with Micro, Small and Medium Enterprises (MSMEs).

The latest approvals are expected to provide fresh momentum to industrial activities across Odisha by facilitating access to suitable land and supporting the establishment, expansion and development of businesses. The initiative is also expected to strengthen the State’s industrial infrastructure while opening up new avenues for employment generation and economic growth.

Monthly Meetings to Speed Up Industrial Land Allotments

To make the industrial land allotment process more efficient and investor-friendly, IDCO has introduced several administrative measures under the leadership of Smt. Usha Padhee.

One of the key changes is the decision to convene Land Allotment Committee meetings every month. The regular meetings are intended to ensure that investment proposals receive timely attention and that decisions are not held up due to prolonged administrative procedures.

The move is expected to provide greater certainty to investors and entrepreneurs who require industrial land to initiate or expand their business operations.

Alongside this initiative, IDCO has also established a dedicated weekly grievance-hearing mechanism for investors and entrepreneurs. Through this arrangement, applicants can directly raise concerns, seek clarification and obtain assistance in resolving issues connected with the land allotment process.

Special Attention to MSME Development

The approval of eight MSME-related proposals highlights Odisha’s continued focus on strengthening its small business ecosystem.

Micro, Small and Medium Enterprises play a crucial role in creating jobs, encouraging innovation, supporting local entrepreneurship and contributing to regional economic development. Easier access to industrial land and supporting infrastructure can help these businesses establish operations, increase production capacity and explore new markets.

By facilitating the growth of enterprises across different investment categories, the State aims to build a more inclusive and diversified industrial economy.

Improving Transparency and Ease of Doing Business

The latest administrative reforms are part of a broader effort to improve the efficiency of industrial governance in Odisha.

Regular committee meetings, improved coordination among government departments and a structured system for addressing investor grievances are expected to reduce procedural bottlenecks and make the approval process more transparent.

These interventions are also intended to bridge the gap between investment proposals and their actual implementation. Faster decisions and timely resolution of land-related concerns can help businesses move ahead with project execution and operational planning.

Odisha Strengthens Its Investment-Friendly Industrial Environment

The approval of 63 proposals reflects the State’s continued efforts to create a supportive environment for industrial expansion and private-sector participation.

The Land Allotment Committee remains an important institutional mechanism for examining land-related investment applications and enabling eligible projects to progress towards implementation.

With 55 land allotment proposals and eight MSME proposals receiving approval, Odisha is reinforcing its commitment to industrial infrastructure development, entrepreneurship promotion and employment opportunities.

The introduction of monthly LAC meetings and weekly investor grievance hearings further demonstrates IDCO’s emphasis on accountable administration, transparent decision-making and responsive public service delivery.

As the State continues to improve its industrial facilitation mechanisms, the latest decisions are expected to contribute to a stronger investment ecosystem and support Odisha’s long-term ambitions of becoming a leading destination for industrial development and enterprise growth.
