NATO Strongly Condemns Russia for Malicious Cyber Activities Targeting Allies
Brussels, July 18, 2025 – The North Atlantic Council has issued a firm condemnation of Russia’s recent cyber operations, identifying them as a direct threat to the security and stability of NATO member states. In a statement released today, the Council expressed unified support for Estonia, France, the UK, and the US, which have attributed the malicious cyber intrusions to Russia’s military intelligence agency, the GRU.
These cyber attacks targeted several NATO countries and Ukraine, echoing previous threats. In 2024, Germany and the Czech Republic linked similar activities to the GRU-sponsored group APT 28. Additionally, recent evidence shows critical infrastructure and governmental systems in Romania and other nations were also compromised by the same actors.
NATO voiced deep concern over the pattern of cyber aggression, emphasizing that these actions form part of Russia’s broader hybrid warfare strategy, which also includes its ongoing war in Ukraine. The Alliance warned that these tactics are meant to destabilize democratic institutions and critical services.
Calling for an immediate halt to such behavior, NATO criticized Russia’s blatant disregard for international norms and the United Nations framework promoting responsible state conduct in cyberspace. The statement reaffirmed that the Alliance’s support for Ukraine, including cyber capacity-building through the Tallinn Mechanism, will not be deterred.
NATO underscored its commitment to defending against all forms of cyber threats, referencing new investments in digital defenses, such as the NATO Integrated Cyber Defence Centre. The Alliance reiterated its Cyber Defence Pledge and stressed its preparedness to respond to cyberattacks at a time and manner of its choosing.
Ultimately, NATO remains steadfast in its commitment to maintaining a secure, open, and rules-based cyberspace while holding hostile actors accountable for violations of international law.
