Beijing, June 2025:
India’s National Security Adviser (NSA) Ajit Doval delivered a firm message at the Shanghai Cooperation Organisation (SCO) Security Council Secretaries’ meeting held in Beijing, urging all member countries to adopt a unified and uncompromising approach towards terrorism. Emphasizing the need to eliminate double standards in global counter-terror efforts, Doval’s remarks were widely interpreted as an indirect reference to Pakistan.

During the conference, Doval stressed that countries cannot afford to differentiate between “good” and “bad” terrorists based on political convenience. He insisted that all forms of terrorism, regardless of motivation or origin, must be condemned and dealt with through collective and coordinated action. His statement called for holding both the perpetrators and the sponsors of terrorism accountable.

Doval expressed India’s serious concerns over the continued threat posed by terrorist groups that have been blacklisted by the United Nations Security Council, including Lashkar-e-Taiba (LeT), Jaish-e-Mohammed (JeM), al-Qaeda, and ISIS. He pointed out that despite international sanctions, these groups continue to operate and pose a serious risk to regional peace and security.

A day earlier, Doval met with Chinese Foreign Minister Wang Yi and reiterated India’s position on combating terrorism through international cooperation. He emphasized that peace and security in Asia depend heavily on honest and unified action against violent extremism.

India has consistently used forums like the SCO to advocate for stronger, unbiased anti-terror policies. Doval’s call for rejecting selective narratives and ensuring strict accountability reflects India’s unwavering stance that terrorism, in any form, should not be tolerated.

His remarks added weight to India’s push for a global framework where no country can escape responsibility under the guise of strategic interests.
