ADB Raises Alarm on Gig Economy Inequality Amid Digital Expansion

The Asian Development Bank (ADB) has turned the spotlight on a pressing socio-economic concern: the rapid rise of the gig economy and its impact on worker security. While acknowledging the sector’s growing footprint—from ride-sharing apps to food delivery services—the ADB warns of the serious challenges faced by millions of gig workers, specifically “low pay and no job security.”
This development model, powered by digital platforms, has transformed service delivery across Asia and the Pacific. It offers flexibility and income avenues for workers, while providing consumers with on-demand convenience. Yet, beneath this convenience lies a growing concern over the erosion of basic labor protections. Most gig workers are classified as independent contractors, excluding them from rights typically granted to full-time employees, such as health coverage, paid leave, minimum wage protections, or retirement benefits.
The ADB’s core question is both timely and critical: “As gig work grows, how can digital progress lead to fair, secure jobs for everyone?” This calls for a reimagining of labor policies to ensure that technological advancements benefit not just platforms and users, but also the workers who keep these systems running.
Solving this dilemma may involve introducing forward-thinking labor regulations that protect workers without stifling innovation. Proposals such as portable benefits, which remain with a worker across different gigs, or the reclassification of certain gig roles to secure minimum rights, are gaining traction. Collective bargaining frameworks may also empower workers to negotiate better terms.
By highlighting this issue, the ADB signals the urgent need to shape an inclusive digital economy—one where flexibility and innovation coexist with fairness and security. As the gig economy continues to evolve, the challenge for governments and platforms alike will be to ensure that progress doesn’t come at the expense of basic worker dignity and protection.
