European Council Highlights Progress on Ukraine Peace and Security Guarantees

Brussels, August 19, 2025 — The European Council, under the chairmanship of President Charles Michel, convened today with a central focus on advancing peace efforts for Ukraine. European Commission President Ursula von der Leyen emphasized the momentum gained in recent discussions and outlined the priorities shaping Europe’s united response to the ongoing crisis.
Von der Leyen noted that substantial progress had been achieved during recent talks in Washington D.C., where discussions centered on providing Ukraine with long-term and credible security guarantees. These commitments, she underlined, are not only essential for defending Ukraine’s sovereignty but also for ensuring broader regional stability in Europe.
Another major issue on the Council’s agenda was the humanitarian crisis caused by the war. The return of abducted Ukrainian children remains a critical priority for both the European Union and international partners. Von der Leyen reiterated that Europe will continue to press for accountability and work relentlessly until families are reunited.
The Council also reaffirmed its stance on maintaining economic pressure on Russia through coordinated sanctions. According to von der Leyen, these measures are designed to curtail the Kremlin’s ability to sustain the war effort and to increase diplomatic pressure for a negotiated resolution.
“Ending the bloodshed, securing Ukraine’s future, and standing firm on sanctions are all vital steps,” von der Leyen said. “Our work and close cooperation with allies continue with the same determination.”
Today’s session highlighted Europe’s commitment to acting in close alignment with transatlantic partners, signaling that the EU remains steadfast in its support for Ukraine until a just and lasting peace is achieved.
