Ukrainian President Volodymyr Zelenskyy has said the United States has given Ukraine permission to manufacture Patriot air-defence missiles domestically, describing the decision as an important development for Kyiv’s efforts to strengthen its protection against Russian missile and drone attacks.

Zelenskyy said US President Donald Trump communicated the decision during their recent meeting in New York. According to the Ukrainian president, Washington has made a final decision to provide Ukraine with the necessary licensing arrangements for domestic production of the advanced interceptors.

The reported decision comes as Ukraine continues to seek additional air-defence capabilities after repeated Russian missile and drone attacks. Kyiv has identified Patriot systems as one of the key components of its air-defence network because of their ability to engage certain high-speed and ballistic threats.

At present, Ukraine relies significantly on foreign partners for sophisticated air-defence equipment and interceptor missiles. Domestic production could eventually give Kyiv another way to increase supplies, although establishing manufacturing capacity would take time.

The announcement comes amid renewed diplomatic efforts surrounding the Russia-Ukraine war. Ukraine and Russia have both confirmed that the possibility of another round of US-mediated talks is being discussed, with the United Arab Emirates mentioned as a possible location for technical-level discussions.

Zelenskyy has continued to argue that strengthening Ukraine’s air defence is necessary while diplomatic efforts proceed. He has also called on international partners to maintain economic pressure on Russia and provide additional military support.

The Patriot production issue is particularly significant because interceptor shortages have been an ongoing concern for Ukraine. Domestic manufacturing would not immediately solve that problem, however. Building production facilities, establishing supply chains and completing testing and certification would require substantial time and technical resources.

The reported US approval therefore represents a policy decision rather than an immediate increase in the number of Patriot missiles available to Ukrainian forces.

Zelenskyy’s announcement also reflects the broader relationship between Washington and Kyiv. The Ukrainian president has been conducting meetings with American officials and other international leaders during the United Nations General Assembly in New York, seeking continued assistance while discussing possible diplomatic pathways toward ending the war.

The US position on Ukraine has remained an important factor in the conflict. Washington has supplied military assistance to Kyiv while President Trump has also pushed for negotiations aimed at ending the fighting.

According to reports from September 25 and 26, American officials have been working to revive trilateral discussions involving the United States, Ukraine and Russia. Moscow has indicated that it is prepared to consider renewed negotiations, although significant disagreements remain over the terms of a possible settlement.

At the same time, fighting has continued despite the diplomatic activity. Ukrainian authorities reported major Russian drone attacks, while Ukraine has continued conducting strikes against Russian military and industrial targets.

The latest announcement about Patriot production therefore comes against a complicated political and security backdrop. Ukraine is simultaneously seeking stronger military protection, international economic support and progress toward negotiations.

The proposed domestic production of Patriot interceptors would also require cooperation between Ukrainian and American defence industries. Technical expertise, components, production facilities and quality-control systems would all be necessary before locally manufactured missiles could become operational.

Ukraine has already been expanding domestic defence production, particularly in the area of unmanned systems and interceptor drones. Zelenskyy’s government has repeatedly identified domestic manufacturing as a way to reduce dependence on foreign deliveries and increase the country’s ability to sustain its defence effort.

The Patriot decision, if implemented as described, could become another element of that strategy.

For now, the precise production timetable and technical arrangements have not been fully detailed publicly. The immediate availability of Patriot missiles will therefore continue to depend largely on existing supplies and deliveries from international partners.

The announcement nevertheless adds a new dimension to Ukraine-US defence cooperation as diplomatic efforts to address the war continue.
