The National Security Council Secretariat of the Government of India organized the Second Meeting of the BIMSTEC Expert Group on Cyber Security Cooperation on January 21, 2025, in New Delhi. This meeting marks another significant step in the BIMSTEC region’s collective efforts to enhance cyber security and strengthen cooperation among member states.
India had previously hosted the First BIMSTEC Experts Group Meeting on Cyber Security in 2022, also in New Delhi. The continued leadership in organizing these meetings reflects India’s commitment to fostering collaboration within the BIMSTEC region on critical cyber security issues.
Key Objectives of the Meeting
The primary focus of this meeting was to formulate an Action Plan aimed at strengthening cyber security and ensuring the safe use of Information and Communication Technologies (ICTs) among BIMSTEC nations. This Action Plan includes:
- Mechanisms for the exchange of cyber-related information.
- Addressing cybercrime and enhancing cooperation among law enforcement agencies.
- Protection of critical information infrastructures.
- Developing strategies for cyber incident response.
- Monitoring and participating in international developments related to cyber norms.
The proposed Action Plan is expected to be implemented over the next five years, ensuring long-term and sustainable collaboration across the BIMSTEC region.
Significant Developments in the Meeting
Several important initiatives and mechanisms were discussed during the second meeting, including:
- CERT-to-CERT Cooperation Mechanism: The establishment of a cooperative framework for Computer Emergency Response Teams (CERTs) to share information and respond collectively to cyber threats.
- Cybercrime Cooperation Framework: Strengthening collaboration among law enforcement agencies in addressing cybercrime in the region.
- Capacity Building Programmes: Initiatives aimed at building skills and awareness about cyber security across BIMSTEC nations.
India also made a notable presentation on its Indian Cybercrime Coordination Centre (I4C) initiative, focusing on “Cyber Hygiene for School Children.” This initiative underlines India’s efforts to promote cyber safety and awareness among young users, emphasizing the importance of responsible digital behavior.
BIMSTEC’s Collective Vision
BIMSTEC, which stands for the Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation, brings together seven member states—Bangladesh, Bhutan, India, Myanmar, Nepal, Sri Lanka, and Thailand. Recognizing the increasing threats posed by cyber incidents, the member states are committed to fostering a safer digital environment through collaboration, information sharing, and capacity building.
Conclusion
The second meeting of the BIMSTEC Expert Group on Cyber Security Cooperation has reinforced the region’s dedication to addressing the challenges of cyber security. The discussions and proposed Action Plan underscore the importance of coordinated efforts in safeguarding critical digital infrastructures and combating cybercrime. With India’s proactive role and initiatives, the BIMSTEC region is poised to make significant strides in creating a secure and resilient cyber ecosystem.
This collaborative effort not only strengthens the BIMSTEC region but also contributes to global efforts in achieving cyber security and stability in the digital realm.
