ASEAN Strengthens Public Service Innovation Through Regional Civil Service Cooperation

The Association of Southeast Asian Nations (ASEAN) continues to strengthen regional cooperation by focusing on one of the most important pillars of effective governance—modern, innovative, and citizen-centered public service. As governments across Southeast Asia embrace digital transformation and administrative reform, regional collaboration has become increasingly important in improving how public institutions serve their citizens.
On 5 August 2026, the Kingdom of Cambodia will host the 23rd ASEAN Cooperation on Civil Service Matters (ACCSM) and the 8th ACCSM+3 in Siem Reap Province. The meetings will bring together senior civil service leaders from ASEAN Member States, along with representatives from partner countries, to discuss strategies for strengthening public administration and preparing governments for future challenges.
Leading the ASEAN Secretariat delegation will be ASEAN Secretary-General Dr. Kao Kim Hourn, who will participate at the invitation of Deputy Prime Minister and Minister of Civil Service of Cambodia, H.E. Hun Many, Chair of the 23rd ACCSM. The gathering reflects ASEAN’s continued commitment to promoting stronger institutions and improving governance across the region.

This year’s theme, “Innovation for Better Service Delivery,” highlights the growing importance of technology, digital governance, and administrative innovation in delivering efficient public services.
