The Association of Southeast Asian Nations (ASEAN) is preparing to take a major step toward strengthening regional cooperation in science, technology, and innovation as ministers and senior officials gather in Vientiane, Lao People’s Democratic Republic, for the 22nd ASEAN Ministerial Meeting on Science, Technology and Innovation (AMMSTI-22) on 26 June 2026.

The high-level meeting is expected to serve as a pivotal platform for shaping ASEAN’s future innovation agenda and reinforcing the region’s commitment to becoming a globally competitive hub for scientific advancement and technological development.

Leading the ASEAN Secretariat delegation will be Kao Kim Hourn, who will participate in discussions alongside ministers and representatives from ASEAN member states. The meeting is being hosted at the invitation of Thongsalith Mangnormek.

One of the most significant outcomes anticipated from the gathering is the endorsement of a comprehensive restructuring of the ASEAN Committee on Science, Technology and Innovation (COSTI). Under the proposed reforms, the existing framework of nine sub-committees will be streamlined into five focused bodies designed to improve coordination, enhance efficiency, and strengthen strategic alignment with ASEAN’s long-term science and innovation objectives.

Officials believe the restructuring will create a more agile governance system capable of responding to emerging technological challenges and opportunities. By consolidating efforts into fewer but more specialized groups, ASEAN aims to improve policy implementation, accelerate innovation initiatives, and maximize the impact of regional cooperation.

The meeting will also mark the launch of the ASEAN Science, Technology and Innovation Fund (ASTIF) Call 2026, a major initiative intended to support collaborative projects and strengthen the region’s innovation ecosystem. The fund is expected to encourage partnerships among governments, research institutions, universities, and private-sector organizations working on solutions to regional and global challenges.

ASEAN leaders view innovation as a critical driver of economic growth, sustainability, and resilience. As member states face increasing pressures from technological disruption, climate change, digital transformation, and global economic uncertainty, investments in science and innovation are becoming central to regional development strategies.

The theme of this year’s ministerial meeting, “Advancing ASEAN Plan of Action on Science, Technology and Innovation (APASTI) for a Resilient, Sustainable and Competitive ASEAN,” reflects the bloc’s ambition to harness technology as a catalyst for long-term prosperity. Discussions are expected to focus on how resources, expertise, and international partnerships can be mobilized to strengthen ASEAN’s competitiveness in strategic and emerging technologies.

Key areas of interest are likely to include artificial intelligence, digital infrastructure, clean energy technologies, advanced manufacturing, biotechnology, smart agriculture, and climate-resilient innovation. Policymakers increasingly recognize that leadership in these sectors will play an important role in determining economic success in the coming decades.

Another major objective of AMMSTI-22 is to strengthen collaboration among ASEAN member states. By sharing knowledge, research capabilities, and technological expertise, countries across the region hope to reduce innovation gaps and create more inclusive opportunities for development.

Observers note that ASEAN’s growing emphasis on science and technology reflects broader global trends. Nations around the world are investing heavily in innovation as they compete for economic leadership, attract investment, and build resilience against future challenges. ASEAN’s collective approach seeks to ensure that all member states can benefit from technological progress while maintaining sustainable and inclusive growth.

Beyond the formal ministerial sessions, the gathering will also provide opportunities for bilateral discussions among regional leaders. Secretary-General Kao Kim Hourn is expected to hold meetings with ministers from various ASEAN member states to discuss cooperation priorities and explore new avenues for collaboration.

As ASEAN continues its journey toward deeper regional integration, AMMSTI-22 is expected to play a crucial role in shaping the future of science, technology, and innovation across Southeast Asia. The decisions made in Vientiane could help define how the region responds to global challenges, accelerates technological advancement, and strengthens its position in an increasingly competitive international landscape.

With a renewed governance framework, a new innovation funding initiative, and a shared commitment to resilience and sustainability, ASEAN is signaling its determination to build a future driven by knowledge, innovation, and regional cooperation.
