Delhi Examines Global Waste Management Models With World Bank Experts

New Delhi, The Municipal Corporation of Delhi (MCD) is exploring international approaches to municipal waste management as the civic body seeks to improve garbage collection, processing, disposal and resource recovery across the capital.
A high-level meeting between MCD officials and World Bank experts on Saturday examined waste-management systems used in major international cities, including Tokyo, New York and Barcelona. The discussions focused on identifying practices that could potentially be adapted to Delhi’s local conditions.
Tokyo Model Draws Attention
The World Bank team presented Tokyo’s technology-oriented waste-processing system during the meeting.
Tokyo operates an extensive waste-processing network, including 23 waste-to-energy facilities, which process a significant proportion of the city’s municipal waste through scientific methods.
The Tokyo approach was discussed as an example of how technology and organised processing infrastructure can reduce dependence on conventional landfill disposal.
New York Offers a Different Approach
Officials also examined New York’s system, which makes greater use of private-sector participation.
Under the model presented to MCD, private agencies are involved in transporting and processing waste, including moving waste to treatment or processing facilities outside the city.
The approach provides an alternative to managing the entire waste chain through a single centralised municipal system.
For Delhi, the model could offer lessons on how public authorities and private operators might work together to improve waste transportation and treatment capacity.
Barcelona’s Decentralised Strategy
Barcelona’s waste-management approach was another major subject of discussion.
The city’s Zero Waste Plan 2021–2027 promotes decentralised waste-management facilities, with the objective of reducing pressure on long-distance transportation and large centralised treatment plants.
The model also places emphasis on changing public behaviour and encouraging better waste segregation at source.
MCD officials examined these elements as potential lessons for improving waste management in Delhi.
Delhi Plans a Three-Part Strategy
The discussions resulted in a proposed approach built around three broad areas: decentralised processing and transportation, a sustainable waste-treatment mix and stronger institutional capacity.
The objective is to improve MCD’s operational efficiency, strengthen the financial sustainability of waste services and reduce emissions associated with waste management.
The proposed strategy also places greater emphasis on recovering useful materials from waste rather than relying primarily on disposal.
Legacy Waste Remains a Major Challenge
Delhi continues to deal with large quantities of legacy waste accumulated at major landfill sites.
The civic body is working to remove old waste through biomining, while also increasing its ability to process newly generated waste.
However, recent heavy rainfall has slowed some landfill-clearing operations, while fresh waste continues to arrive at disposal sites.
This makes the development of additional processing capacity particularly important for reducing the pressure on Delhi’s existing landfill infrastructure.
Source-Level Waste Processing Could Reduce Landfill Pressure
Another idea discussed during the meeting was greater ward-level processing.
Under such an approach, organic waste and recyclable materials could be separated and processed closer to where they are generated.
Source-level segregation and processing could reduce the amount of mixed waste reaching landfill sites while making recyclable materials easier to recover.
The approach is consistent with the broader goal of moving toward a more circular waste-management system.
Informal Waste Workers Could Be Integrated
The discussions also considered the role of informal waste workers.
Experts suggested greater formal integration of waste pickers into the municipal waste-management system, potentially through structured contracts and occupational-health measures.
Such integration could provide workers with greater protection while preserving the important role they already play in recovering recyclable materials.
Financial Sustainability Is Also Important
Waste management requires substantial and continuing expenditure for collection, transportation, treatment and disposal.
The MCD and World Bank experts therefore also discussed financial sustainability, including the possible use of user charges for waste-management services.
Delhi had previously introduced a waste-management user-charge system alongside property-tax payments, but implementation was subsequently affected by public opposition.
The issue illustrates the difficulty of creating financially sustainable waste services while keeping costs acceptable for residents.
World Bank’s Broader Waste Research
The discussion comes several months after the World Bank released “What a Waste 3.0,” its latest global assessment of municipal solid waste.
The report draws on data from 217 countries and economies and 262 cities and examines waste generation, collection, treatment, disposal, recycling and the transition toward circularity.
The World Bank estimates that the world generated 2.56 billion tonnes of municipal waste in 2022 and warns that annual waste generation could reach 3.86 billion tonnes by 2050 without major changes in policy and investment.
Delhi Looks to Adapt Rather Than Copy
MCD officials have stressed that international models cannot simply be transferred directly to Delhi.
Different cities have different population densities, land availability, financial structures, waste compositions and administrative systems.
The challenge for Delhi will therefore be to identify useful elements from international examples and adapt them to local circumstances.
A successful strategy would need to combine efficient collection, segregation, treatment, recycling, scientific disposal and effective enforcement.
A Shift Toward More Sustainable Waste Management
The meeting between MCD and World Bank experts reflects a growing effort to move Delhi’s waste system beyond a landfill-focused approach.
Technology, decentralised processing, private-sector participation, formal integration of waste workers and stronger financial systems could all play a role in improving the city’s waste infrastructure.
The immediate challenge remains clearing accumulated waste while ensuring that newly generated garbage does not continue to overwhelm landfill sites.
If the lessons from Tokyo, New York and Barcelona can be adapted effectively, Delhi could move toward a more efficient and environmentally sustainable waste-management system.
