Thailand Moves Ahead With Legal Reforms to Strengthen Government Recruitment and Fight Corruption
Thailand’s government is moving forward with a package of legal reforms covering public-sector examinations, firearms regulation, government procurement and the distribution of carbon-credit benefits to local communities.
The measures were discussed at a Cabinet meeting as the government works to strengthen administrative systems and address weaknesses identified in existing procedures.
One of the key areas involves the recruitment examinations used to select personnel for local government organisations. The government has been investigating irregularities connected with the 2025 local government recruitment examination and has been pursuing both administrative and legal action in the case.
An earlier government investigation found discrepancies between answer-sheet images and processed examination scores in a sample of candidates. The investigation also identified changes to information in the system used to publish the list of candidates eligible for the next stage of the examination.
The government has stated that agencies involved in the investigation must continue collecting evidence and take action against individuals found responsible in accordance with the law.
The latest legal-reform programme places the examination system within a broader effort to improve transparency in government administration. Authorities are examining how procedures can be strengthened to reduce opportunities for manipulation and ensure that recruitment decisions are based on properly verified information.
The Cabinet’s wider reform package also addresses firearms control. The government is seeking stronger regulatory mechanisms in an area that involves public safety and the enforcement of existing rules.
Another part of the programme concerns government procurement. Changes are being pursued to improve the purchasing process used by state agencies and strengthen safeguards surrounding public expenditure.
The government is also working on measures connected with carbon credits. Under the proposed framework, local communities would have a clearer opportunity to benefit from carbon-credit activities linked to environmental projects.

The examination-corruption investigation has received particular attention because it concerns the selection of people for positions in local government.
