Finland Moves to Strengthen Economic Growth With Targeted 2027 Budget Measures
Finland’s government is preparing a 2027 budget focused on supporting economic growth, with new investment and infrastructure measures designed to strengthen the country’s economy while maintaining control over public finances.

The government of Prime Minister Petteri Orpo reached a decision on its 2027 budget proposal on September 1, 2026. According to the latest official Finnish Government information, the plan includes targeted measures intended to support investment, construction and economic activity.
One of the key elements is an allocation of €100 million for construction investment. The government says the measure is part of a wider package aimed at encouraging economic activity and supporting growth.
The budget proposal also includes funding for numerous transport infrastructure projects. These investments are expected to improve Finland’s transport network while supporting employment and economic activity linked to infrastructure development.
The government says Finland’s economy is beginning to show signs of improvement, but it believes targeted action remains necessary to strengthen the recovery. Its approach combines growth-supporting investments with measures designed to maintain responsible management of public finances.
Transport infrastructure is also connected to Finland’s broader security strategy. The government has proposed funding for projects that improve military mobility and strengthen the resilience of the national transport system.
Another major project included in the wider 2027 budget planning is Digirail, which is intended to modernise Finland’s ageing railway traffic-control system. The government says upgrading the system is necessary to maintain safe and reliable rail operations across the country.
Cybersecurity is another area receiving attention. The government has proposed a permanent €1.5 million transfer to support centralised cybersecurity exercises, along with an additional €0.8 million for Finland’s Transport and Communications Agency to strengthen security-related information-system assessment and maintenance.
The government plans to submit its full budget proposal to Finland’s Parliament on September 21, 2026, after which lawmakers will consider the proposal before the final budget is approved later in the year.
Finland’s latest budget approach therefore combines economic-growth measures with infrastructure development, transport modernisation and cybersecurity investment. The government says these targeted measures are intended to strengthen the economy while improving the country’s long-term resilience.
The official Finnish Government press-release database identifies the economic-growth and 2027 budget announcement as one of its latest major English-language government releases.
