UNEP Warns World Could Cross 1.5°C Warming Threshold as Nepal Floods Highlight Growing Climate Risks
The global fight against climate change is entering a more difficult phase as a new assessment by the United Nations Environment Programme (UNEP) warns that the world is likely to move beyond the 1.5°C warming threshold within the coming years.

The warning does not mean that climate action has become pointless. Instead, UNEP says governments now face an even more urgent task: keeping the temperature increase as low as possible, limiting the period spent above 1.5°C and eventually working to bring global temperatures back below the threshold.
The findings are particularly significant as countries are simultaneously dealing with increasingly destructive climate-related events. Severe flooding in Nepal and the wider Himalayan region has provided another stark example of how vulnerable communities can be exposed to rapidly changing environmental conditions.
1.5°C Target Under Increasing Pressure
The 1.5°C level is associated with the Paris Agreement’s effort to limit dangerous human-driven warming. UNEP’s latest report, Limiting Overshoot – Navigating exceedance of 1.5°C and pathways towards return, says exceeding that level is now widely assessed as unavoidable under current policies and near-term trajectories.
However, the report stresses that crossing the threshold should not be viewed as a final destination.
The future temperature trajectory will depend heavily on decisions made today. UNEP identifies an approach based on overshoot, peak and decline, in which global warming is first limited as much as possible, reaches a peak, and eventually declines through sustained climate action.
Every Fraction of a Degree Matters
UNEP’s assessment highlights a critical point: the severity of climate risks grows as temperatures rise and remain elevated for longer periods.
Higher warming can intensify extreme heat, flooding, ecosystem damage, pressure on food and water supplies and risks to infrastructure and economies. The possibility of triggering or accelerating irreversible changes in major natural systems also becomes greater as warming increases.
The report therefore argues that reducing emissions quickly remains one of the most important ways to reduce future damage.
Cutting carbon dioxide and methane emissions, accelerating the transition away from fossil fuels and expanding renewable energy can help limit the eventual temperature peak. UNEP also points to carbon dioxide removal as a potential component of a longer-term strategy, while emphasizing that it cannot replace rapid emissions reductions.
Nepal Floods Offer a Warning
The recent flooding and extreme events affecting Nepal and parts of the Himalayan region have drawn attention to the vulnerability of mountain communities.
The Himalayas are already experiencing major environmental changes, while settlements, infrastructure and livelihoods in vulnerable areas can face severe consequences when intense rainfall, flooding, landslides or other hazards occur.
The Nepal disaster has also renewed debate about climate justice. Communities that contribute relatively little to historical global greenhouse-gas emissions can nevertheless face severe consequences from a warming planet. Recent reporting on the Nepal-Tibet disaster has highlighted concerns about preparedness, development in vulnerable areas and unequal exposure to climate risks.
Adaptation Must Move Faster
Reducing emissions alone cannot eliminate all climate risks that are already developing. UNEP says adaptation must therefore progress alongside mitigation.
That means improving early-warning systems, strengthening infrastructure, preparing cities for extreme weather, protecting ecosystems and helping vulnerable communities develop more resilient livelihoods.
The challenge is becoming more complex because some climate impacts may develop gradually while others can occur abruptly. UNEP warns that adaptation itself has limits, particularly if temperatures continue rising for extended periods.
A Narrower Path Forward
The new UNEP assessment presents a difficult but not hopeless picture. Even under the most optimistic scenario examined, warming is projected to peak around 1.8°C, while other pathways could produce substantially higher temperatures.
This makes the coming years crucial.
A smaller temperature overshoot would mean lower risks. A shorter period above 1.5°C would reduce exposure to increasingly dangerous conditions and improve the chances of avoiding some irreversible climate changes.
For countries facing floods, heatwaves, droughts and other hazards, the message is especially clear: preparation cannot wait until disaster arrives.
The climate challenge now requires two efforts at the same time—drastically reducing greenhouse-gas emissions while strengthening societies against the impacts that can no longer be avoided.
The Nepal floods serve as a powerful reminder of what is at stake. The decisions governments, businesses and societies make today will influence not only how high global temperatures rise, but also how long the world remains exposed to the consequences.
