Global Drought Crisis Takes Center Stage as UN Land Summit Ends Without a Binding Treaty
Ulaanbaatar, Mongolia, August 28, 2026: The world’s growing struggle with drought, soil degradation and desertification has moved sharply into the international spotlight as representatives from nearly 200 countries concluded a major United Nations conference in Mongolia.

The 17th Conference of the Parties to the United Nations Convention to Combat Desertification, known as UNCCD COP17, ended Friday after nearly two weeks of negotiations focused on protecting productive land, improving drought resilience and restoring damaged ecosystems.
The meeting produced new financial commitments and initiatives, but countries once again failed to reach agreement on a legally binding international framework specifically dedicated to drought. The question has now been pushed toward the next round of negotiations in Egypt.
A Crisis Spreading Beyond Traditional Drylands
Drought is no longer being viewed simply as a problem affecting naturally dry regions.
UN officials and scientists attending the conference warned that changing climate conditions are contributing to droughts that are becoming more frequent, intense and prolonged. Areas that were previously considered relatively less vulnerable are increasingly experiencing serious water shortages.
The United Nations estimates that up to 40 percent of the world’s land is degraded. The consequences extend far beyond damaged ecosystems, affecting agriculture, water supplies, livelihoods and economic stability.
The deterioration of land can also make drought more damaging because unhealthy soils have a reduced ability to absorb and retain water.
Healthy Soil Can Provide a Natural Defense
One of the central messages emerging from the conference was that drought resilience begins long before a water shortage becomes an emergency.
Healthy soil can capture and store rainfall, helping crops, grasslands and natural ecosystems survive periods of limited precipitation. Degraded land, by contrast, can lose water more quickly and become less productive.
This creates a dangerous cycle: drought can damage land, while degraded land can make communities more vulnerable to the next drought.
UNCCD officials stressed that water management and land management cannot be treated as completely separate environmental issues.
Agriculture Faces Growing Pressure
The consequences for food production could be substantial.
The world’s population continues to grow, while farmers are expected to produce significantly more food in the coming decades. At the same time, expanding agricultural production into natural grasslands and other ecosystems can accelerate land degradation if it is not managed sustainably.
Farmers in drought-prone regions face a particularly difficult challenge. They must maintain food production while coping with unpredictable rainfall, higher temperatures and declining soil quality.
Experts at the conference called for greater investment in sustainable agriculture, water-efficient farming and restoration of degraded land.
Rangelands Become a Major Focus
The Ulaanbaatar conference placed special attention on rangelands, including grasslands, savannas and other landscapes used by pastoral communities.
According to UNCCD estimates, rangelands cover approximately 54 percent of the Earth’s land surface and support around 2 billion people.
These landscapes also contain significant amounts of carbon in their soils. When they are degraded or converted to other uses, stored carbon can be released into the atmosphere, adding another environmental consequence to land destruction.
A new rangelands initiative announced at the conference brings together $1.2 billion across 45 projects designed to support restoration and sustainable management.
Billions Announced for Restoration
Financial commitments were one of the more significant outcomes of COP17.
The Asian Development Bank announced an additional $2 billion for efforts to combat land degradation in the Asia-Pacific region, while a broader portfolio of commitments reportedly reached about $1.3 billion across 23 countries in one package of announced initiatives.
The new funding is intended to support projects involving ecosystem restoration, sustainable agriculture, water security and drought preparedness.
However, environmental organizations and UN officials emphasize that these commitments remain small compared with the overall scale of the problem.
A Huge Financing Gap Remains
According to UN estimates cited during the conference, approximately $355 billion per year is needed through 2030 to meet global land restoration commitments.
Current investment is estimated at only about $77 billion annually, creating a funding gap of roughly $278 billion every year. Private investment represents only a small portion of the money currently flowing into land restoration.
The financing problem is therefore one of the biggest barriers to turning environmental promises into practical projects.
Experts say countries need investment mechanisms that can deliver money before drought becomes a full-scale humanitarian or economic emergency.
New Facility Targets Drought Resilience
Another development from the conference was the creation of a Drought Resilience Investment Facility.
The mechanism aims to mobilize as much as $400 million in public and private capital for projects involving water security, sustainable farming, nature-based solutions and land restoration.
The idea reflects a broader shift in environmental policy—from responding to disasters after they occur toward investing in preparation and prevention.
Global Drought Treaty Remains Unresolved
Despite the financial announcements, one of the conference’s most important political questions remains unanswered.
Countries did not reach agreement on whether to establish a legally binding global drought agreement.
The issue had already been postponed during the previous UNCCD meeting in Riyadh. After another round of negotiations in Mongolia, the decision has once again been delayed.
The debate is expected to return at the next major UNCCD conference in Egypt in two years.
Why the Delay Matters
Supporters of a binding international agreement argue that drought is becoming a global challenge requiring coordinated international action.
Such an agreement could establish clearer responsibilities, improve cooperation, strengthen early-warning systems and encourage governments to develop stronger drought-prevention policies.
But negotiations remain difficult because countries have different environmental conditions, economic priorities and views about international obligations.
For vulnerable nations, the delay is frustrating because drought impacts are already affecting communities today.
India Calls for a Preventive Approach
India also used the conference to advocate a stronger focus on preparation.
Indian Environment Minister Bhupender Yadav argued that governments should move away from responding to drought only after a crisis develops and instead build long-term resilience through technology, early action and better planning.
India emphasized the importance of treating drought as a predictable risk rather than an unavoidable disaster.
The approach is particularly relevant for agriculture-dependent communities, where unreliable rainfall can quickly affect crops, livestock and household incomes.
Mongolia Provides a Powerful Example
Hosting the conference in Mongolia gave the discussions a strong local dimension.
The country faces extensive land degradation, with estimates indicating that around 77 percent of Mongolia’s territory is affected by some form of degradation or desertification.
Pastoral communities are particularly exposed because their livelihoods depend heavily on healthy grasslands and reliable water sources.
For Mongolia, the international discussion is therefore closely connected to everyday economic and environmental realities.
The Environmental Crisis Is Also an Economic Crisis
Land degradation can reduce agricultural productivity, increase water insecurity and force people to leave areas where traditional livelihoods are no longer viable.
The UN has warned that the economic cost of allowing land degradation to continue could approach $1 trillion annually, while droughts have become more frequent and longer-lasting since the beginning of the century.
That means restoring land is increasingly being viewed not simply as an environmental project but as an investment in economic stability, food security and social resilience.
The Work Continues After COP17
The conclusion of the Mongolia conference does not mark the end of the drought debate.
Governments now face the challenge of implementing the commitments announced during the meeting.
The success of the new financial initiatives will depend on whether money reaches communities, farmers and land managers on the ground. Restoration projects will also need long-term monitoring to ensure that degraded ecosystems actually recover.
Most importantly, countries will have to continue negotiating over the unresolved global drought framework.
A Warning From the World’s Drying Landscapes
The central message from Ulaanbaatar is clear: drought is becoming a larger global challenge, and degraded land can make its effects considerably worse.
The world already has many national plans, environmental programs and restoration commitments. What remains uncertain is whether governments and financial institutions can move quickly enough to turn those plans into measurable results.
The UN conference has produced new funding, new initiatives and renewed international attention.
But with a legally binding drought agreement still out of reach, the next major test will be implementation.
For communities facing water shortages, declining agricultural productivity and increasingly damaged landscapes, that work cannot wait for another conference.
