Norway Deepens European Security and Ukraine Cooperation Amid Rising Regional Threats

Oslo, September Norway is stepping up its role in European security cooperation as governments across the continent seek stronger coordination on defence, Ukraine support and emerging security threats.

Norway is participating in discussions aimed at strengthening cooperation with European partners, including efforts to support Ukraine financially and improve coordination on security and defence. The European Commission has also highlighted Norway’s role in supporting Ukraine and maintaining close cooperation with the European Union despite Norway not being an EU member.

The country is also focusing on strengthening its own military capabilities. Norway’s Army Summit, being held in Oslo on September 17, is examining the development of European and Norwegian land power. Norwegian defence officials say the country is expanding its land forces toward a three-brigade structure as the security environment in Europe becomes more challenging.

Norway’s broader security policy has been shaped by concerns about Russia’s war against Ukraine and the possibility of wider security risks in Europe. Norwegian authorities have described the current security environment as exceptionally serious and have emphasized preparedness across military and civilian institutions.

At the European level, Norway is also becoming more closely connected to EU security-related initiatives. The European Parliament recently approved Norway’s participation in the EU’s GOVSATCOM and secure connectivity programmes, including the Iris² satellite initiative. These programmes are intended to strengthen secure governmental communications and European connectivity infrastructure.

Norway has simultaneously maintained a strong commitment to Ukraine. The government has announced plans for another 85 billion Norwegian crowns in financial support for Ukraine in the 2027 fiscal year, matching the amount allocated for 2026.

The developments underline Norway’s growing involvement in European defence, security, technology and Ukraine-related cooperation at a time when European governments are reassessing their security arrangements.
